How to Prepare
Prepare the filling: In a pan, heat 1 tbsp ghee, add 2 cups grated jaggery and 1/4 cup water. Stir until jaggery melts.
Add 2 cups grated coconut and 1 tsp cardamom powder to the jaggery syrup. Cook until the mixture thickens (about 5-7 minutes). Let it cool.
Prepare the dough: In a mixing bowl, take 2.5 cups rice flour, add a pinch of salt, and slowly pour 3 cups boiling water while stirring to form a soft dough.
Knead the dough until smooth. Cover and let it rest for 10 minutes.
Shape the kozhukattai: Take a small portion of dough, flatten it in your palm, place 1-2 tsp of filling in the center, and fold to seal into a modak shape.
Repeat for the remaining dough and filling.
Steam the kozhukattai in a steamer for 10-12 minutes or until the outer layer looks shiny.
Remove from steamer, let it cool slightly, and serve.
